Remove military ground in Sinjajevina and open consultation with local communities to create a community protected area

Last 5th December 2020, in the middle of subzero temperatures and hostile climatic conditions, the communities achieved their first victory! After 51 days of a protest camp built up by local community members and rights’ groups in the heart of the Sinjajevina military camp recently created with the support of NATO in Sinjajevina (one of the Balkan’s biggest mountain grassland and of Europe!), the defense minister of Montenegro announced that it was going to reevaluate its military training ground plan.

Celebration was immense and this was also thanks to you all those who supported. All protagonists felt a great surge of hope and enthusiasm when the news about the halt to the military training and reevaluation of the military plan arrived, but many Montenegrins feel this is yet a temporary reprieve and they insist that locals’ and activists’ initial demands be met:
1 – That a decree law is issued, cancelling the previous one in 2019, which officially inaugurated the military training ground in Sinjajevina. They accept that the 2020 words of the Defense Minister alone, were excellent news and a valid declaration of intentions, but all of this will remain as wet paper if it does not become legally binding and by today nothing has changed in this respect yet.
2.- That a decree law is issued for the creation of a protected area designed and governed with the full participation of the local communities, as they with their traditional pastoral activity, are the main guarantors of these ecosystems and unique landscapes.
We need to reach 20,000€ to consolidate our national and international campaign, promoting awareness and advocacy actions concerning social and environmental rights, including:
– Organizing an international support camp in Sinjajevina to increase international awareness about this crisis and put pressure on the Montenegrin government (5,000€).
– Covering costs of campaigners and lawyers expert on environmental justice and land rights that could help local communities (who have very little money) in their claims (10,000€).
– Covering innumerable travels within the country, for the local communities, the Save Sinjajevina Association members and other collaborators to meet and self-organize (2,500€).
– Travelling to Brussels, the European Union’s capital, to encounter the EU Commissioner for Neighbourhood and Enlargement, the Chair of the European Parliament Delegation for Montenegro, the Head of the Unit for at the European Commission, the co-President of the European Green Party and other parliamentary groups sensitive to this issue (2,500€).

El pasado 5 de diciembre de 2020, en medio de temperaturas bajo cero y condiciones climáticas hostiles, ¡las comunidades lograron su primera victoria! Después de 51 días de un campamento de protesta construido por miembros de la comunidad local y grupos de derechos humanos en el corazón de los pastos contra campamento militar de Sinjajevina creado recientemente con el apoyo de la OTAN en Sinjajevina (¡uno de los pastos de montaña más grande de los Balcanes y de Europa!), la Ministra de Defensa de Montenegro anunció que iba a reevaluar su plan de entrenamiento militar.

La celebración fue inmensa en ese momento, y esto fue posible también gracias al apoyo de todas y todos. Las y los protagonistas experimentaron una ola de esperanza y entusiasmo al llegar las noticias. No obstante, se trata solo de una primera victoria y las comunidades locales insisten en que las demandas iniciales sean atendidas:
1 – Que se establezca un Decreto Ley cancelando el previo de 2019, que oficialmente inauguró el campo de entrenamiento militar en Sinjajevina en el 2020. La gente entiende que las palabras de la Ministra de Defensa representaban una gran noticia y una válida declaración de intenciones, pero todo ello será solo papel mojado si finalmente no es asegurado legalmente y hoy aún no se ha avanzado nada en ese respecto.
2 – Un Decreto Ley para la creación de un área protegida diseñada y gobernada con la plena participación de las comunidades locales, puesto que éstas, con su actividad de pastoreo, son las principales garantes de estos ecosistemas y paisajes únicos.
Para lograrlo, necesitamos llegar hasta los 20.000€ para consolidar nuestra campaña nacional e internacional, promoviendo acciones de sensibilización y abogacía de los derechos sociales y ambientales, que incluyen:
– Organizar un campamento de apoyo internacional en Sinjajevina para aumentar la concienciación internacional sobre esta crisis y poner presión sobre el gobierno montenegrino (5.000 €).
– Cubrir los costes a expertos en comunicación y abogados especializados en justicia ambiental y derechos a la tierra, que serán clave para ayudar a las comunidades locales (con muy poco dinero) en sus reclamaciones (10.000 €).
– Cobertura de innumerables viajes dentro del país, para que las comunidades locales, miembros de la Asociación Save Sinjajevina y otros colaboradores se reunan para su autoorganización (2.500 €).
– Cubrir viajes a Bruselas, la capital de la Unión Europea, para encontrarse con el Comisario de Vecindad y Ampliación de la UE, el Presidente de la Delegación del Parlamento Europeo para Montenegro, el Jefe de la Unidad de en la Comisión Europea, y el copresidente del Partido Verde Europeo así como otros grupos parlamentarios susceptibles de ser sensibles con el presente conflicto (2.500 €).

The Save Sinjajevina association has been created in 2018 out of the present crisis by members and sympathizers of the affected populations. The movement wants to promote humans in Nature. It defends a highly transversal socio-political cause, that of social justice and the rights of local communities to their traditional lands and ecosystems. As it advanced an alternative form of local resistance to an authoritarian State and a false notion of “development”, the “Save Sinjajevina” movement achieved from the Defense Minister last 5 December 2020, the announcement that the plan for a military training ground on Sinjajevina will be revaluated, and now hopes to contribute to forging a meaningful path towards a progressive environmental future for Sinjajevina and through it, for more democracy in Montenegro and Europe.

The project involved organizing several public gatherings against the establishment of a military training ground in Sinjajevina. Four peaceful protests of citizens were organized. Protests were organized on May 19 2019, July 12 2019, on August 2 2019 (this one with assembly of citizens), and on 20 September. Hundreds of citizens gathered at the protests and expressed opposition to the establishment of a military training ground. All first three gatherings were organized on the mountain itself, in areas that are less populated, but we managed to gather a large number of people (over 300 each time) even if the terrain is poorly accessible, and the last one was organized in Montenegro’s capital. At the same time good media cover was always provided and public attention is increasing. |

Objectives and results of the action | Launching an e-petition on the official platform of the Government of Montenegro, requesting the proclamation of Sinjajevina as a protected area and giving up the intention to establish a military training ground.
We especially appealed to the leaders of the Ministries of Agriculture, Sustainable Development and Tourism, as well as municipal leaders (Bijelo Polje, Danilovgrad, Kolasin, Mojkovac, Savnik and Zabljak), whose citizens claim the right to use Sinjajevina, not to support the initiative of the Ministry of Defense to militarize Sinjavina. but to consult the citizens before the final decision, and if necessary by referendum. The petition was launched on the official website of the Government of Montenegro (https://epeticije.gov.me/) and out of the required 3,000 signatures, we managed to collect more than 3,300 electronically. The implementers and initiators of the petition also collected signatures manually, and in that way nearly 6,000 signatures were collected. |

La asociación Save Sinjajevina ha sido creada en 2018 a partir de la actual crisis, por miembros y simpatizantes de las poblaciones locales afectadas. Defiende una causa sociopolítica altamente transversal, la de la justicia social y los derechos de las comunidades locales a sus tierras y ecosistemas tradicionales. El movimiento quiere promover a los humanos en la naturaleza. A medida que avanza una forma alternativa de resistencia local a un Estado autoritario y una falsa noción de "desarrollo", el movimiento "Salvemos Sinjajevina" espera contribuir a forjar un camino significativo hacia un futuro ambiental para Montenegro y Europa, y la reformulación de los procesos democraticos en la UE y sus países candidatos.
